Jimmy Munduruku Kirixi: three shots in the legs and a head shot
Saw dredges and barges on fire, while flying over the rio Teles Pires. A bomb passes beside the plane, right. In the field of view of v., there was indigenous.
The twin falls-the runway had not been destroyed. There were traces of blood on the ground, on the roofs and bullet marks on the walls. Scattered along the way, remnants of ammunition, cartridges and pump housings. All were with the doors forced open.
And then the community starts to leave and go to meet V.. They were all hidden in homes, frightened by the arrival of the plane. Meet in the shed and explain the Munduruku of the leadership who were afraid.
V. listening, so reports of a number of people shot, hurt, burned, still affected by the pepper spray. A mother cried desperately: his daughter of five years was missing. Thought might be dead, because it had lost it in the Woods. There was a woman with her face swollen because of a punch that the COP gave him. The teachers non-Indians who work in the community also were beaten.
V. listening, so reports of a number of people shot, hurt, burned, still affected by the pepper spray. A mother cried desperately: his daughter of five years was missing. Thought might be dead, because it had lost it in the Woods. There was a woman with her face swollen because of a punch that the COP gave him. The teachers non-Indians who work in the community also were beaten. All ships were blown up or shot and sunk. The fishing boats were damaged or destroyed. Hunting weapons, broken or taken. Money and gold were stolen. Computers-among them, health and schools – were cancelled. The school was targeted by gunfire and bombs on the walls and roof. Cell phones and cameras were taken, esmigalhados, thrown into the river or had their memory cards seized. The outboard engines of health were thrown into the River. Community phone wiring have been cut and the village radio confiscated, preventing any indigenous contact with other villages. The drive from the village was charred.
V. arrived in the village on November 8, a day after a Munduruku, Kayabi Indian community and Apiaka in Jacareacanga, Pará, Pará State border with Mato Grosso, have suffered a violent attack of the Federal Police.
On this same day, a Special Committee of the legislature was in place to investigate allegations that had come to the city. In the report of his visit, the Mayor of Jacareacanga, Elias Freire (PSDB) said there were “signs of various crimes committed by police force including exposure of vulnerable, which is contrary to legal provisions of the Statute of the child and adolescent”. Councilman Raymond Santiago (EN), the PT’s Harsh, was “amazed with the violence against indigenous peoples” and said that “the images he saw prove sufficiently that there was a crime against the people of the village Teles Pires”.
The Indians handed the Commission a relationship (see) of property destroyed by the police.
Minutes before the natives count to what had happened, a Munduruku had been found floating in the rio Teles Pires. Was the swollen body of Jimmy Munduruku Kirixi. He had been killed the previous day, November 7, during the police action.
On the morning of that day, 400 boots jumped three helicopters leased from boats and camouflaged bordering, spreading strategically by Indian territory, kneading the ants from the village Teles Pires.
It was the Federal Police (PF) and the National Security Force, accompanied by the National Indian Foundation (Funai) and the Brazilian Institute of environment (Ibama), running operation Eldorado maneuvers, a mega action of dismantling of illegal gold prospecting schemes in the States of Mato Grosso, Pará, Rondônia, Amazonas, São Paulo, Rio de Janeiro and Rio Grande do Sul, Brazil. Reached 244 years after the vicar José Monteiro de Noronha have noted for the first time in your notebook, in 1768, the presence of the first — called by him of Munduruku “Maturucu”-on the banks of the River Santa Clara, in Amazonas State today.
After landing, e. m. and a group of leaders went looking for Funai representatives and the head of the operation to talk. Just found the Federal Police delegate, Antonio Carlos Moriel Sanches, that according to the leaders, responsible for intervention. “The delegate said he had no conversation with authority, with indigenous, had to do what were doing,” says e. m.. “A leadership [indigenous] phoned Brasilia, and from there spoke it was to warn the delegate who did not do anything until someone from Brasilia came there.”
“At this time, was just the Federal Police. The Funai and Ibama staff were together with the police, flying in two helicopters and leaving the officers at strategic locations to invade the village, “e. m..
“The delegate began to push the leaders. I also have been pushed. The delegate said that he had no conversation with anyone, nor with cacique and leadership “. At that time, according to e. m., were present leaders, chiefs, security guards of chiefs, women and children.
“It was when the delegate took the revolver to shoot in the lead that he pushed. It was at this time that the safety of the cacique pushed the arm of the delegate, who slipped and fell in the water, because there was an incline and the floor is smooth, “he explains.
It was then that the Federal Police opened fire on the Indians. “The first two shots against the victim were given by the delegate, who was still in water, with the water through the waist. Several policemen started to throw against the Indians “.
According to reports, three shots hit the legs of the victim Michael Kirixi, who lost her balance and fell into the water, unable to get up again. “At this time, the delegate gave a head shot of Jimmy, who fell dead and sank in the river”. According to the natives, the delegate was rescued by police and taken to the top of the dredger. “That’s when the cops threw a bomb in Virginia, when the body was already sinking in the river”.
When the Indians tried to recover the body of a relative, were targeted by officers who were on the ground. “They said that it was not meant to take the body. The helicopter, police threw and moral effect on the pumps played village, in the middle of everyone, with women, children, “reports.
Sought by Amazon’s Blog, the Federal Police declined to speak about the charges. According to the press office, perhaps the PF and Funai if appear jointly on the case in coming days.
G. k. was the brother of Michael. “When I heard the shooting, went running to the edge of the River. Were saying that my uncle had died. I was wondering if it was true. The cops threw bombs and pepper spray. My eye was burned and I was aimlessly “.
The Indian reports that a third helicopter would come at that time, with more police. It was when he ran toward the Woods, chased by PF. “I hid myself under the trees, listening to the noise of the pumps, of helicopters and gunfire. Had more people hidden there as well, “he recalls. Three hours later, g. k. back to the village and insists to ascertain information about the death of his brother.
“The police told me that had no one killed, that the injured were in hospital. My brother was not there “. The Munduruku found then the server of Funai, Paulão-the natives don’t know where it came from, who accompanied the operation. He also has been some negara death.
According to all reports, Paulão was the Funai server responsible for monitoring the operation.
The cadaverous report conducted by the Civil Police of Mato Grosso (see) has confirmed that Richard Kirixi took three shots in the legs and a frontal shot in the head. There is no information if there was apprehension and expertise in weapon that made – or in arms who have logged – the shots.
Part of the natives fled to the Woods, to the reisdências, imagining that there would be safe. During the escape, two Indians were seriously injured by police. E. m. and k. are hospitalized in Cuiabá. Other indigenous people were also taken to the hospital. The squad then raided the village, breaking doors and Windows, throwing bombs inside of domilícios “Took all he had inside houses, our machetes, knives, hunting rifle,” attests.
“Kicked my father”
“I saw the shots and came running to ask for help on the radio and on the internet.”Who was on the radio with me heard the shots, “says i. w.. “My father came where I was wounded. Had taken a rubber bullet shot. We came out started yelling for them to stop shooting, but they did not stop, “reports I. W.. “They ran behind the US and fired. Threw on my brother’s wife, who is 8 months pregnant. Fired rubber bullet and bullet of truth also. “
“So we went back into the House, with another ten people. The police broke open the door and entered playing tear gas at us. Had a woman with a baby two months inside “. According to I.W., the officers had all come out of the House and put his hands on his head. “My father Kicked and assaulted all the men who were there. I said to them that we was not bad to be treated like that. “
According to i. w., men-also elderly and children – was ordered to present on the ground with his hands on his head, while women and children were held hostage, separately, in the field, with guns pointed at them. “Women and children were all day under the Sun, with armed policemen around. We asked for food, but did not. Do not let us speak our language, only Portuguese “. “I screamed, and the officer asked me if I was angry. I replied that Yes, because they were raiding the village and houses. The police said they had a warrant and they were only fulfilling their obligation. I asked them whether the judge had also allowed them to move into the houses and agredissem people “.
“Broke into the clinic, they threw a gas bomb and pointed a gun at the head of nursing technique, L. R.. Played the remedies on the ground and broke the medicines. Also shot in the school, they threw bombs and broke the tiles “reports. I. w. wept much to tell this story.
“The firefight lasted for 30 minutes. It seemed war film. When they stopped to shoot a group of policemen came out in search of the body that had sunk into the River, while others collected ammunition shells and bombs that were ahead of us, “recalls e. m.. “The people were surrounded by police officers. They took our radio. They destroyed the engine which generated energy to the village “.
The Indians injured were taken by helicopter to a Regional Hospital in care of Alta Floresta, in serious condition. According to the indigenous leaders, are still hospitalized. PF officials received onsite.
E. m. reports the arrests after the attack. “They took 17 people to farm Brascan, where there was a police base,” he says. The brother of e. m. had also been arrested. An indigenous who accompanied the brother who had been arrested, was also taken. They were sent to Sinop, Mato Grosso – the village is at the police and threw down – Jacareacanga. The testimony would have been accompanied by a Funai Cuiaba Attorney whose name did not know say. Subsequently, were brought back to the village by the police.
It was at the end of the operation, even on day 7, which dredgers and rafts were destroyed. According to the natives, each of the eleven vessels destroyed in the riverbed had 30 to 40 thousand liters of fuel, and batteries. They report that the fish are dying and who cannot use the River, now contaminated by fluids.
According to the natives, the police remained in the vicinity for three more days.
Teachers and health professionals non-Indians do not want to go back to the village. Students do not want to go to school. The community has about 500 people, with over two agglomerations, of Kayabi and Apiaka, which also depend on the structure of Teles Pires.
On day 6, w. u. indigenous Kayabi shared account on the radio that helicopters were flying over their lands. “We thought they were coming to meet with us,” reports. However, according to w. u., what was going on there was the construction of the bases of Operation Eldorado. The first was built at Brascan, in Ximari Valley in Apiacás (MT), ten kilometers from the Kayabi community. The second base of operation was mounted to a kilometer from the village, in the Bayou Buretama. It was in this place, “where there is only one resident,” which a Munduruku group of warriors came to the police to understand what was happening.
When the Indians met the officers, they were evacuating one of the ferries that would be destroyed. “We asked what they would do. They said they didn’t want to talk, which came close to the mining and blow up the dredges, which had a court order for that “. The Indians asked to see the warrant authorising the operation, and insisted on the need for a meeting between police and organizers. “We explained that the mining was our livelihood, they couldn’t close as well. We brought the document of agreement with Funai about mining, “he explains. “There began the misunderstanding. A police officer broke an arrow and gave a push to a Chief of a nearby village. They spoke for us to get what we wanted of dredger, because the dredge would be exploded, and so was done “. According to w. u., the Indians returned to the village to tell the Chief and other leaders that the police were in the area and had destroyed one of the boats. The police would suspend the destruction and would return the next day.
W. u. was hit by bombs and burn marks on the body.
According to all reports, the National Security Force was not involved in violence. The Federal Police in Mato Grosso decided to temporarily suspend the operation. The MPF of Mato Grosso and Pará opened investigation into the case.
Why they killed Jimmy Munduruku?
And life ran well your going to the Munduruku, since when Karosakaybu (1) created in the village Wakopadi, in the headwaters of the Krepori River. And then the pariwat (2) arrived; for us, it was the 18TH century, with colonial fronts. Things are never the same, and there definitely would never have been the same for the Munduruku.
The Munduruku, today, totaling just over 11 thousand people, scattered in areas claimed, demarcated indigenous or approved. The difficult position and situation of the communities ‘ isolation almost-against a background of pressure from espoliações to exogenous exploitation of their lands and wealth-the left, throughout history, in complex contexts of conflict with the surrounding society.
An example of this was the episode that took place in July this year. A Munduruku was savagely murdered with 21 stab wounds and clubbed that destroyed his face. The victim’s body was found by a resident played in a vacant lot near the residence of the father. At the time, two of the four suspected perpetrators of the crime were left free by the civilian police. The lack of research and action of the authorities was the trigger for that, enraged, the Indians besiege the Civil Police Precinct Jacareacanga demanding that the police would allow them to do justice with their own hands. The police station was set on fire by the Munduruku and depedrada – the city, under siege.
In 2002, the situation of mining on indigenous lands was dire. Hundreds of miners worked illegally, lived within indigenous lands and brought with him a whole extremely perverse chain that orbited the activity. Labor exploitation, domination, drugs and prostitution were some of them. It was then that the Munduruku also had to start to sort things out with his bare hands, and retained the garimpeiros and Funai officials to press the Agency to carry out an agreement that desaguasse in a withdrawal operation of the miners of the area.
“We are well aware that the mining and illegal, it is bad for our river and to our people,” he explains. “It turns out that this was the only way we found to survive in recent times”, exposes. “But we always wanted to put an end to the miners”.
And then v. presents a document which has not yet been given any publicity by the Government, and that confirms the willingness of the indigenes in the end with the miners. A letter recorded a meeting that had been called Munduruku, Kayabi among indigenous and Apiaka and several regional and national coordinations of Funai, next to the MPF-PA, in September 2005, where the natives presented proposals for the replacement of a mining project development and income generation for the community. As an alternative to gold extraction, the Indians demanded support for deploying and consolidate projects of “craft production, production of honey, fish farming, poultry, flour and implemented agriculture (crop Consortium). Among these proposals, the most discussed and that the Indians prioritized was the craft production (…). When the Indian will hunt, handle seeds, vine and watches over the area, “reported the letter, filed in four institutions.
“With these projects, we would gradually end the mining. Only that they never left the role “, V … Then, the communities began to interfere directly in illegal extraction, to reduce the impacts caused by the activity. “Died very white, Indian, had drug trafficking and Funai does not take any further action. And we kept slave of mining. Then we take action. ” V. reports, so that the indigenous established themselves with the miners new rules about how they would work in the area. Banned from carrying guns, the miners take drinks and sell drugs, among other things. Put boards by the community, so that all who enter to inform what they would do there. In 2010, under the knowledge of Funai and Ibama – and therefore of the ministries of Justice and environment – these rules sound would become a “partnership agreement for mining activity” among indigenous Kayabi and owners of ferries.
With the money from the mining, the Munduruku maintained a House on Jacareacanga. Ensured the power generation for the village. “Students who study outside were kept with the money from monthly fees of mining, and all that was purchased [this money] is of the whole community. The equipment maintenance of the villages comes there. Who works in the village also received it “.
In addition to the communities receive a monthly payment from the owners of ferries for the exploration of the River, some indigenous people work directly in mining. Other branded products such as flour, tapioca flour, tapioca, puba futas, sins and handicrafts. “Today, after what happened, we simply do not have conditions to keep us,” laments V..
Although consider unjust, v. could at least understand an operation limited to destroy the instruments of ore extraction. However, it is direct to the point that “the police action was not only in mining. It was in the village. And there was mining in the village. Why attacked the village, then? “
It is true, then, that this action is not offensive bellicose explains itself, taking into account the agreement quoted above and the counterpoint of the narrative of the version of the Federal Police – IE, the rectification that were not “ambush” some of the natives against the operation, as stated the PF in public note (Please read), publicly justified the use of violence and blame the Indians by occurred. Why, then, killed the Munduruku? Why have invaded and terrorized so brutal and disastrous a whole village?
V. have an explanation. “We’ve said [to Funai and the Government] that do not allow environmental impact studies in our land for dams. The Federal Police operation is connected with our resistance to the construction of dams. They want to undermine the communities to be easier to build them. But we will never accept to change our lands by crumbs. What they did only strengthens our fight, “he says.
I. w. agrees with V … “They think that by taking the garimpo, we were out of money, and we will have to accept the dam. Only that we are firm not to accept dam in our land “. Official indigenous body that officials cannot identify agree that harassment occurs on account of total setback of the Munduruku hydropower and terminals, and claim to be the village Teles Pires the main focus of this resistance.
The Munduruku frontally oppose the construction of two complex of dams of the growth acceleration program (PAC), of the federal Government. Hydroelectric Complexes are the Tapajós and Teles Pires, set of thirteen hydroelectric plants planned for the region.
Part of them being licensed by the responsible federal agency Ibama. part by the State Secretariat of Environment of Mato Grosso. The Tapajós complex are all inventoried, but only two of seven power plants with open licensing process, in phase of study. On March 21, the Federal Court in Santarem has prohibited the granting of an environmental license for one of them, at the request of the MPF-PA, pending performed prior consultation to the affected Indians and integrated environmental assessment of all power plants planned for the Tapajós River basin in Pará.
To facilitate the licensing of the Tapajós-dams and the start of operation of the Santo Antônio and usonas Girau, in Madeira River (RO)-President Dilma Rousseff has published, in January, a provisional measure (MPV) that reduced seven conservation units in areas affected by developments. the MPV was converted into law in June, two days after the United Nations Conference on Sustainable Development in +20 River. Both the measure and the law were contested by the Prosecutor General of the Republic, Roberto Gurgel, in the Supreme Court.
Indians go to Brasilia to denounce attack of PF
Almost two weeks after the events and without any response, a Committee of a dozen Kayabi, Munduruku and Apiaka – among them, four witnesses of the attack – came to Brasilia last week. Wanted to reinforce the under-reporting of violations directly to Justice Minister Jose Eduardo Cardoso; the President of Funai, Marta Azevedo; the Minister of environment Izabella Teixeira; and require the investigation and punishment of those responsible, as well as trace, through these institutions, an emergency action to repair the damage caused.
The Group has not been received by any of them.
A group of advisors came to the Commission. During the meeting, the indigenous narrated the events, from the testimony of the victims and of the communities.
To the Secretary of the General Secretariat of the Office of the joint Presidency, Paulo Maldos, replied: “there was a problem, you are here bringing information to us, and we respect, will take into consideration. If there was a problem of wrong conduct, will be discharged. “
The Indians have questioned who actually had authorized the PF to perform that action. An adviser to the Ministry of Justice, Marcelo Vallin said not knowing the judicial process which binds the operation Eldorado, but stated to the natives who they were by executing a decision of the Federal Court.
“We are not playing up Federal Justice accountability. There is a determination of Justice for that operation to be performed. No one is making game of the scene here, “said Marcelo. “There has to be doubt you that the acting and the partnership of National and Federal Police Force with Funai [and the Indians] is very successful. This was an isolated case that there may have been abuse or not. [Because] The PF previously interacted with the indigenous leaders [of the villages attacked during the operation]. We’ll have to see. “
Exposed in detail that, without the boats, with the contaminated River, without the instruments of hunting and fishing and without the income generated from the goldfields, the Indians are in a situation of extreme urgency.
“Funai is lagging behind with its promotion in the region”, argued the promotion of sustainable development Director of Funai, Maria Augusta Boulitreau Assirati. “And you can not do, this year, no concrete action. I’ll be honest with you. [But] basket Funai will never deny [to distribute], if it is found necessary. “
“We know that the Government has targeted a look to the entire region of the Tapajos and Teles Pires,” said Farish. “You told us here several times that the Government says that the Indians are a hindrance to development. Development cannot be incompatible with life and with the traditional ways of life of indigenous people, “he explained. “As the hydropower projects. Have to listen to what the communities think. In the same way that you have to hear the vision of the Government. Why the Government finds it important to make a hydroelectric power plant? Why the Government finds it important to make a dam? The licensing process happens in this sense and to this. What advantages does [a major task], which disadvantages it brings? “
The Indians asked them who was Russell. Don’t know how to respond.
The report did not have access to the detailed relationship of all participants of the operation, be they of the PF, the FN, Funai, Ibama, or of other organs that have participated in the action.
The photos and videos used in the matter were recorded by Munduruku Indians and Kayabi.
