Belo Monte: works progress without social impact report

North energy, responsible for the project, has not yet carried out the registration of Socioeconomic families affected and so was assessed by Ibama

São Paulo – two years from start of construction of the Belo Monte hydroelectric power plant on the Xingu River, in Pará, neither the Government nor the North Energy Consortium, responsible for the project, have the exact dimension of the social impact of construction. Among other delays, the Consortium has so far not delivered the socioeconomic register of families affected. The study – needed to know not just how many people will be affected, but also where and how they live-was targeted by Ibama in charge technical opinion issued in December last year.

In its opinion, the Ibama sees with “concern” the delay. “Not so much by the impact to the schedule itself, and more by the need to have prior knowledge of the families affected by the project”, says the text.

The register would be to guarantee that the riverine families of streams of Altamira (PA) will be relocated close to his former residence after construction of the dam. According to the opinion, there is a lack of information mainly related to the islands of the Xingu River, in particular the artisanal fishers in the region.

To the Executive Secretary of the NGO socio-environmental Institute (ISA), André Vilas Boas, accompanying the works of Belo Monte, the lack of socioeconomic registration prevents a greater social control of the enterprise. “It would be a way to make the process more transparent, because we would know all of the hit and the actions taken,” he says. “Amazing to think that the work has already been initiated for so long and still unaware of the families that will be affected by them”.

More delays

In addition to the delay in finalizing the registration, ISA said that only 19% of the environmental conditions of work were fulfilled.

Such failures also appear in the report by Ibama. One of the main problems include delays in the works of sanitation and infrastructure in the cities of Altamira, Vitória do Xingu and Belo Monte dam sites and Belo Monte do Pontal; and the delay in resettling the families of Vila de Santo Antonio, a process considered “traumatic” in the report, by letting them “in the midst of the houses demolished,” land “taken by Bush, and transit of trucks and strange people to the community”. “It is necessary that the entrepreneur to start immediately the construction of new village,” says the opinion.

In addition, the report points out that the entrepreneur must provide, as a matter of urgency, technical assistance on family agriculture development projects, because the works have generated an increase in food prices, mainly in Altamira. “There is a mismatch between the speed with which the company performs the work and making the environmental restrictions,” said Veera.

According to the company, were invested R $ 722,7 million by February 2013 in 11 municipalities in the area of influence of Belo Monte, r $ 302 million for Altamira. The money finances schools, health centers and increase in public safety. “Approximately $ 106 million have been intended by the North energy to education, health, safety, sanitation, among other”, informs, in a note.

To Vilas Boas there is a conflict of interest that prevents a more efficient surveillance. “It is a work in which the Government has an interest, performed by a partner company of the Government and enforced by a government agency,” he says. “Pulse of the Ibama to require that enforce environmental compensation”.
