In yet another tumultuous session, the Government managed to approve on Tuesday the basic text of the provisional measure of ports in the plenary of the Chamber of Deputies. However, the members continue to examine the amendments to the text, which may end up Unprovisioning project.

Throughout the day, the Government has put on the field all his team of Ministers, including the Vice President, Michel Temer. The approval was made possible after the Government agreed to cede two points and vetoed other changes proposed by the leader of the PMDB in the House, Eduardo Cunha (RJ), who led the Allied base rebellion.

In this scenario, there was still a risk of the MP lose validity without congressional approval, it would take the Government to start over from scratch. After the approval of the Board, the text needs to go through the Senate floor until Thursday, when loses legal validity and “falls”, in legislative jargon. The members examine this Tuesday 33 amendments, of which 14 aglutinavam more of a change.

After three rounds of negotiation, the Government followed two claims submitted by Cunha. Participated in the discussions Fear, Minister Chief of staff, Gleisi Hoffmann, and the Minister of Justice, Jose Eduardo Cardozo. The vote in plenary has advanced only after the end of the conversation. The demands tabled by Mr, the Government accepted the possibility of arbitration for the solution of disputes involving lease contracts.

The other request established the possibility of wedge prolongation of contracts signed after 1993. The early renewal could occur at the discretion of the granting authority, by a single time and the maximum period provided for in the contract, provided that the lessee to make investments.

Amendments. Still, the President Dilma Rousseff had warn that accept individual changes, but not agglutinative seam by wedge. This type of amendment, if passed, regimentalmente, would take on the table, to the approval of other changes that were not part of the agreement with the plateau.

Wedge met requests for various parties, including the possibility that the biddings organized ports could be made by State Governments, in place of the national agency of waterway transportation (Antaq). This snippet would benefit the Governor of Pernambuco, Eduardo Campos (PSB), which runs the port of Suape. But, at this point, the Government has not relented.

The evaluation of the plateau is that stretched the rope Wedge and took the clash to an aggression without need. The Government believes that managed to isolate it, but acknowledged that the dissatisfaction involved the entire bench of the party and, therefore, decided to negotiate.

Once again, the Mayor, Henrique Eduardo Alves (PMDB-RN), didn’t answer to the calls of the PT and left that might delay the vote rules maneuvers. The evaluation of the plateau is that, purposefully, he made no efforts to collaborate with the approval of the MP. The most glaring example was the invasion of the Board by Mr Tom pine (PP-MG), to protest against the lack of resources for health, which led Adams to suspend the session. It was the second time the President interrupted the agenda. The first was due to lack of quorum.

Between phone calls from the Minister of Institutional Relations, Ideli Salvatti, and speeches in the Gallery, the leader of the PT in the House, José Guimarães, came to demonstrate frustration due to the difficulty in voting for the MP. “Things have reached a degree of rupture that is difficult to move forward,” admitted the PT in the late afternoon.

The opposition, in turn, made speech in favour of the “privatization” of the ports, but if placed against the vote because I believe that complaints of own base prevented the approval of MP. The leader of the PSDB, Carlos Sampaio (SP), arrived to propose the creation of a CPI of ports.
