The rapporteur on human rights and indigenous peoples of the Dhesca Platform, Erika Yamada, still sent yesterday (14) a statement to the UN Special Rapporteur on indigenous peoples, Victoria Tauli-Corpuz, denounced the massacre against a community Guarani-Kaiowá in Mato Grosso do Sul. The strike, sponsored by gunmen at the behest of farmers of the region, resulted in many indigenous people injured, including children, and the death of Clodiodi de Souza Guarani-Kaiowá.

In the document, Erika Yamada asks the UN Rapporteur who has sought information from the Federal and State Governments of Mato Grosso do Sul on the measures taken to punish those responsible for the crimes and prevent new actions such as this to happen.

Below is the statement sent by the rapporteur Erika Yamada:

Estimated Victoria

Write as national human rights Rapporteur and indigenous peoples to share information received today (14/06) about an armed attack against a community Guarani-Kaiowá in Mato Grosso do Sul (from 2015 there were 25 attacks, as reported by the Cimi), which resulted in many indigenous people injured, including children, and the death of Clodiode Aquileu Rodrigues De Souza, 26 years.

In the same way that other attacks suffered by the people of Guarani-Kaiowá, and as was reported directly to you during your visit in the region this year, the attack occurred in an area recognized by the State as an indigenous land (Dourados-Amambaipegua) – Although the demarcation is only in its early stages, having their identification studies published by Funai last month After a long process of protection of rights to land.

Recently the community has regained the area, returning to occupy part of it (where a “farm” there was set established), but contrary to that a group of armed men, allegedly organized by farmers, attacked violently the community. We can find some videos posted on facebook where you can see a number of cars and men shooting. Is another clear retaliation against any measure towards the recognition of the right to land of the indigenous peoples in that State, with repercussions for the country.

Considering their deep understanding and sensitive about the subject, I believe it will be very important to show that the UN Special Rapporteur on the rights of indigenous peoples is also on alert, to request information from the Federal and State Governments (Mato Grosso do Sul) on the measures taken to punish and prevent such actions, as well as to consider in your report.

More detailed information are being prepared for Aty Guaçu, CIMI, FIAN and other partners in the territory, but, maybe, give visibility to it will be crucial to prevent new attacks. There are rumors that new attacks are bound to happen.

Best regards

CDHM follows closely the struggle of Guarani and Kaiowa
6/14/2016 6:35 pm
On Tuesday, the country watched another episode of extreme disrespect to the indigenous peoples, with attack that left at least one dead and five injured in Caarapó (MS). From what is known so far, farmers in the region have attacked the Indians due to dispute over the territories already declared as indigenous.

CDHM follows closely the struggle of Guarani and Kaiowa

Historically, the Commission on human rights and minorities follows closely the unequal conflicts by land between these original inhabitants and big farmers in Mato Grosso do Sul. Demarcatórios slow processes, lack of structure of the Government for continued action of extermination by gunmen, this has been the routine to the Guarani Kaiowá and other peoples in the region.

In 2015, the Commission held five steps up to the region of conflict, in which the President of the Commission at the time and current Deputy, Congressman Paulo Pimenta (PT-RS), became aware of the drama of the remaining indigenous people who fight to preserve his life and its history, with a deep sense of territoriality. Given the seriousness of the problem, the representative was accompanied by the then Coordinator of the Camara of the Attorney General’s Office (responsible for the rights of traditional peoples), Deborah Duprat, and other public agents. The visit also resulted a video on indigenous territorial conflicts.

This quest for survival in ancestral space is moving the Guarani and Kaiowa in the resume of his former tekoahs-territories occupied today with a lot of planting fields and pasture lands to the State of Mato Grosso do Sul and the Union went through decades ago the farmers from other places.

Applications, appeals, requests, negotiations and joints have marked CDHM’s efforts in search of solutions that preserve the lives and human rights of all.

“After having known the problem, I have no doubt: the guarantee of ancestral land and survival of the Guaranis and Kaiowá in Mato Grosso do Sul is one of the main issues of human rights of Brazil,” says Congressman Paulo Pimenta.

” the omission of the Brazilian State in the fulfilment of his constitutional obligation of demarcation of indigenous lands resulted in this tragedy. Amnesty International demand that the attack is investigated and the perpetrators punished. It is more than urgent that the indigenous people have their right to earth guaranteed definitively “, Said Fatima Mello, advisor of Anistia Internacional Brasil.
